Ridgeline Rural Broadband
Middle-mile backbone and four distribution laterals reaching 4,180 previously unserved passings. Make-ready on 2,600 poles ran concurrent with underground on the two laterals with no pole line to use.
Self-perform since 2009 · Seven divisions
Outside plant fiber. Distribution to 34.5kV. Gas main under Part 192. Water, sewer, maxi-rig crossings, and the medium-voltage duct bank feeding a hyperscale campus. One contract, one superintendent, one safety record.
01 Dispatch
Forty-eight crews, seven divisions, nine states. Every one of them is a Rock Ridge employee on a Rock Ridge tailboard. This is the client-facing view.
02 Divisions
We do not broker the work out and hope. Every division is staffed with Rock Ridge employees, running Rock Ridge iron, on one safety program.
Outside plant end to end: pole applications and make-ready through strand, lash, splice and bidirectional OTDR closeout. FTTH, MDU, middle mile, hut and cabinet integration.
Overhead and underground distribution to 34.5kV, URD conversions, padmount and switchgear setting, substation civil, and a storm organization that mobilizes in under twelve hours.
MDPE and steel distribution under 49 CFR Part 192, DIMP-driven cast iron and bare steel replacement, station piping, ILI anomaly digs, and cathodic protection.
AWWA C900 PVC and ductile iron main, wet taps and line stops, gravity sewer and force main, CIPP rehabilitation, lift stations, and PACP-coded condition assessment.
Fourteen drills from 20,000 to 330,000 pounds of pullback. Designed profiles, calculated pullback loads, mud recycling, rock reaming, jack-and-bore casing, and full restoration.
Campus underground from the property line in: medium-voltage duct bank and precast manholes, generator yard and fuel, chilled water, and diverse A/B fiber entrances to the meet-me room.
Route survey and subsurface utility engineering to ASCE 38-22 quality levels D through A, private locating, vacuum potholing, ticket and positive-response management under CGA Best Practices, and record delivery per ASCE 75-22. When the locate crew and the bore crew answer to the same superintendent, the conflict gets found before the drill does.
03 Locate code
The colours on this site are not a brand palette. They are the APWA uniform colour code — the paint language every locator marks on the ground before a shovel moves. Every division, board row, and project on these pages carries the colour of what it is actually made of.
Read the drawing at the top of the page. That is a typical joint-use corridor in section, and every facility in it is somebody's asset, somebody's outage, and somebody's claim if we get it wrong. The orange arc under the roadway is the new bore — nine feet of cover, under everything already in the ground.
| Colour | Marks | Division |
|---|---|---|
| Orange | Communications, CATV, fiber, conduit | 01 Broadband |
| Red | Electric power, cable, conduit | 02 Power |
| Yellow | Gas, oil, steam, petroleum | 03 Gas |
| Blue | Potable water | 04 Water |
| Green | Sewer and storm drain | 04 Wastewater |
| Pink | Temporary survey markings | 07 Survey & SUE |
| White | Proposed excavation route | 06 Data centers |

05 Production & method
Production numbers a superintendent would recognize, and the six steps every job runs in, mapped to CGA Best Practices.
Route walk with the owner, topographic survey, constructability review, and permit strategy before a number is priced.
Make-ready and pole loading, plan-and-profile, bore profiles, DOT and Class I railroad permits, MOT and erosion plans.
Ticket filed, statutory wait observed, positive response confirmed, and every crossing potholed to QL-A before iron moves dirt.
Self-perform crews, a hazard analysis built at the tailboard by the people doing the work, and one foreman accountable for the site.
Hydrostatic, OTDR, or energization testing, then compaction, pavement, and landscape returned to the condition we found.
Facilities captured with survey-grade GNSS in the open trench and delivered to the owner's GIS within ten business days.
Why step three has its own crews
Excavation damage is the largest single driver of injury, outage, and claim cost in this industry, and the CGA's DIRT data says most of it traces to locating and excavation practice — not bad luck. So locating is production work here, with its own crews, trucks, and line on the schedule.
Self-perform, and what it buys the owner
One contract, one superintendent, one EMR. When the bore hits rock at 4 p.m., the rock reamer is ours and it is on site the next morning — not three weeks out on a subcontractor's schedule.
06 Markets
Roughly three quarters of revenue runs through multi-year master service agreements. We would rather be the crew an owner keeps than the low bid they regret.
| Sector | Who | The work |
|---|---|---|
| Telecom | Carriers, ISPs & rural cooperatives | Middle-mile and last-mile under BEAD and state broadband programs, with the passing-level evidence and reporting those programs audit against built into the work. |
| Power | Investor-owned utilities & electric co-ops | Blanket distribution work, hardening and undergrounding programs, and mutual-aid storm restoration across the Southeast and Gulf. |
| Energy | Gas LDCs & midstream operators | Cast iron and bare steel replacement on a regulatory clock, meter set relocations, station work, and integrity digs under operator qualification. |
| Hyperscale | Data center developers & EPCs | Campus underground on a speed-to-power schedule: medium-voltage duct bank, generator yard, and diverse carrier entrances, sequenced against the shell and the switchgear delivery date. |
07 Safety & damage prevention
Any employee can stop any job, at any time, for any reason, without asking anyone. Nobody here has ever been disciplined for a stop-work call — and there were 214 of them in the last twelve months.
Day one, every new operator
You do not get a second chance at a bore that finds a 12-inch main. So we find it first, on purpose, with a shovel.
Standing rule, Heavy Civil & HDD
| Metric | Value | Definition |
|---|---|---|
| TRIR | 0.61 | Total recordable incident rate. NAICS 237130 average is 2.3. |
| DART | 0.28 | Days away, restricted, or transferred. |
| EMR | 0.74 | Experience modification rate, current policy year. |
| Stop-work | 214 | Calls made by crew members, trailing twelve months. |

08 Selected work
Every project ran under a Rock Ridge superintendent with Rock Ridge crews from notice-to-proceed through record drawings.
Middle-mile backbone and four distribution laterals reaching 4,180 previously unserved passings. Make-ready on 2,600 poles ran concurrent with underground on the two laterals with no pole line to use.
Single-pass drill of 12-inch steel transmission beneath a navigable river and an active rail spur. Designed profile, staged inadvertent-return response on both banks, pullback inside one 14-hour window.
Campus underground for a 96 MW build: medium-voltage duct bank from the utility service entrance to two switchgear pads, generator yard feeders and fuel, and physically diverse carrier entrances to the meet-me room.
09 Next step
Tell us the corridor, the scope, and the in-service date. You will hear from somebody who has actually stood in a trench — usually within one business day.
